The legal basis for the grain market requires revision

After analyzing the current situation of the legal basis of the grain market, the Ministry of Agrarian Policy and Food came to the conclusion that the legislative basis requires significant changes. To date, the number of regulatory documents on which the activity of the whole grain market is based is 50 acts. The Deputy Minister of the Ministry of Agrarian Policy, Elena Kovaleva, believes that all these acts must be united by one law.

In her opinion, to ensure the normal functioning of the grain market, namely grain quality control, logistics and improvement of trade relations, it is necessary to adopt one new law, since the existing legal basis is partially obsolete and does not meet the current market needs.

Also, according to the representative of one of the leading law firms of Ukraine Sayenko&Kharenko, Andrei Zabolotsky, neither much nor little, about 80% of the legislative base of Ukraine on the grain market requires revision as soon as possible.

Another important issue is the inconsistency between GOST and ISO standards. This greatly complicates the process of grain exports from Ukraine. Since all export contracts are based on ISO standard, and the reception of grain within the country from various farms is based on the GOST standard. This leads to significant time spendings when shipping goods from ports.

According to experts, it is necessary to implement the ISO standard also within the country.
