New Terminal Concession in Chornomorsk Port

Ukraine is resuming work on one of the most important infrastructure projects in the port sector – the concession of the container and first (universal) terminals in the port of Chornomorsk. The tender is expected to be announced by the end of the year, and the agreement will be valid for 40 years.

Under the terms, the state will retain ownership of the terminals, but the concessionaire will be responsible for investments in the modernization of berths, equipment, infrastructure, as well as for the management and development of the facilities.

According to estimates, the total investment volume could reach up to $200 million. This will allow, among other things:

  • rehabilitate or improve the port’s six deep-water berths;
  • modernize equipment for handling container and general cargo;
  • ensure cargo flow growth: potentially up to 760 thousand TEU per year and over 5 million tons of cargo annually;
  • create new jobs and increase revenues to the state and local budgets for the entire concession period.

The project has already attracted the attention of more than 40 international port operators and investors who are considering participating in the tender.

The final preparation of documentation is also underway with the participation of international financial institutions, in particular IFC and EBRD, which are assisting with the feasibility study, risk structure, and conditions for tender participants.

Additional Equipment Information

As part of the terminal modernization, modern container handling equipment is likely to be introduced, including container unloaders and loaders.
